ACF (Action Contre la Faim)

Sanitation (and water) conditions directly affect health and food security and are key components in the fight against Hunger and Malnutrition. For 25 years, in line with its vocation of fighting Hunger, the Action contre la Faim international network has been implementing field programmes aimed at supporting populations in humanitarian situations, along with research and technical development in order to optimise its interventions. The mandate of ACF, since 1979, is dual: - To fight against hunger and undernutrition worldwide especially severe acute under-nutrition, a preventable disease affecting 19 million people and killing 1 million under 5 children every year. - To respond to and be prepared for emergencies, as well as working on mitigation and prevention of disasters’ impact. ACF’s approach to under-nutrition combines the treatment with an integrated preventive approach, based on the UNICEF conceptual framework of undernutrition. The 3 main underlying causes of undernutrition - Food Security & Livelihoods, Care practices and Public and environmental Health - directly or indirectly relate to an inadequate access to water, sanitation and hygiene. ACF approach to disasters is to intervene both at field and global levels, getting actively involved in coordination bodies such as Global Clusters. ACF intervenes from emergency through rehabilitation and up to development, in more than 45 countries, with more than 4600 staff, and support 4.6 million people worldwide including more than 2 million for the WASH sector. Beside the clusters, ACF is member of key networks including End Water Poverty, Partenariat Français de l’Eau, and now SuSanA.

Despite the increasing demand, the water sector is facing today a lack of innovative small- and middle-scale businesses that offer products in the field of sustainable sanitation and water management services. cewas is the institutional answer to this situation. CLTS-Foundation (Community-Led Total Sanitation)

Community Led Total Sanitation (CLTS) is an innovative methodology for mobilising communities to completely eliminate open defecation (OD). Communities are facilitated to conduct their own appraisal and analysis of open defecation (OD) and take their own action to become ODF (open defecation free). At the heart of CLTS lies the recognition that merely providing toilets does not guarantee their use, nor result in improved sanitation and hygiene. Earlier approaches to sanitation prescribed high initial standards and offered subsidies as an incentive. But this often led to uneven adoption, problems with long-term sustainability and only partial use. It also created a culture of dependence on subsidies. Open defecation and the cycle of fecal–oral contamination continued to spread disease. In contrast, CLTS focuses on the behavioural change needed to ensure real and sustainable improvements – investing in community mobilisation instead of hardware, and shifting the focus from toilet construction for individual households to the creation of “open defecation-free” villages. By raising awareness that as long as even a minority continues to defecate in the open everyone is at risk of disease, CLTS triggers the community’s desire for change, propels them into action and encourages innovation, mutual support and appropriate local solutions, thus leading to greater ownership and sustainability.

Financial Inclusion Improves Sanitation and Health

The basic philosophy of FINISH Program is that financial incentives in the form of terms of credit and preferential access to health insurance can be used to stimulate demand for sanitation. And if access to finance could be provided to the financially excluded, the awareness drive for sanitation can translate into a willingness on the part of the population to borrow money to build their own toilets. Toilets constructed by the users, at their own initiative and with a financial commitment, have a greater chance of usage which can then influence habit change. The Program believes that a close connection between sanitation and health can be established and leveraged for development by enabling financial inclusion of the low income rural and urban communities vide a microfinance product i.e. sanitation loans. At the same time, the notion that toilets are but one aspect of safe sanitation is factored into the program. Other important aspects include hygiene, safe disposal of faecal matter, safe drinking water and solid waste management.

The pS-Eau network was created in 1984 during the International Water and Sanitation Decade. It was hosted first by the Ministry of Foreign Affairs and then by an NGO called GRET. The Nongovernmental Co-operation Mission has provided financial support for pS-Eau since its inception. As pS-Eau’s financing sources became more diversified, the Nongovernmental Co-operation Mission asked for it to be made into an autonomous entity at a Steering Committee meeting in December 1999. In December 2000, the articles of association of pS-Eau were officially registered. Following a transitional period of restructuring that lasted until June 2003, pS-Eau became fully autonomous. It went from being an informal network to a nongovernmental organisation under the responsibility of a board of directors. As an NGO, pS-Eau is a neutral forum for co-ordination and alignment between support/advice providers and for capacity-building in the water sector. It strives to meet all of the requests made to it, regardless of their scope. To preserve its neutrality, pS-Eau is not involved in financing or carrying out projects in the field. The general objective of the programme, as defined in the articles of association, is to “facilitate local initiatives for international co-operation in the water and sanitation sector, and more generally for the environment and development”. RUAF Foundation (Resource Centres on Urban Agriculture & Food Security)

The RUAF Foundation is an international network of seven regional resource centres and one global resource centre on Urban Agriculture and Food Security. In 1996 the international Support Group on Urban Agriculture (SGUA) took the initiative to set up a Resource Centre on Urban Agriculture and Food Security (RUAF), in response to the expressed need of organisations and local governments in the South for effective mechanisms for the documentation and exchange of research data and practical experiences on urban agriculture. In the following years RUAF gradually evolved into an international network of regional resource centres providing training, technical support and policy advice to local and national governments, producer organizations, NGO’s and other local stakeholders.
