This policy brief aims to provide international donors, consultants, municipal planners and policymakers with an improved understanding of the process of sanitation planning and recommendation for improvement of the planning process.
The main key findings regarding a better design of the process of planning for sanitation are:
- More attention is needed to how the planning process itself is designed and conducted.
- Literature often recommends participatory planning styles, yet in practice sanitation planning is often done using expert-led planning modes with minimal participation.
- Recognizing criteria for sustainability is critical for achieving sustained service delivery. Criteria should not be used only as a wish-list but rather than as systematic requirements that could be used in a monitoring tool for sustainable outcomes.
- Significant improvements in the sanitation situation may be possible through better linking planning and implementation objectives to planning styles and sustainability criteria of the stakeholders.
