Mapping of 13 municipalities that have high water tables and regular flooding.
Tender and selection of test model toilets; at the project start the variety of existing toilets on the market did not meet the specific needs of the flooded areas. A tender was released calling for interested parties. From this the Biofilcom toilet was selected and tested in 10 households over 9 months. Further households and model were added later testing the Earth Auger and Biofilter toilets.
Ensuring affordability and sustainable access; After a sanitation marketing study the results were used to develop a business model for households to buy toilets. The results oriented business model development, included many tools and innovation. The social business model was developed, aiming to build ‘active citizens’ and increasing the social impact by unlocking the contribution of the private sector and improving the contribution of households to the solution.
Developing a sustainable business model; The model considered different financial aspects including a business development service to support the market development and monitor the toilet loan guarantee fund. The Social Inclusive Pack was developed to offer affordable complementary services to help access finance, health insurance, technical advice for flood prone areas and incentive schemes. These schemes were supported with a strong marketing strategy involving toilet fairs, roadshows and multimedia marketing.
The marketing strategy was validated in February 2016 and its implementation started in March 2016 in 4 municipalities. At the end of October 2016, 1150 were engaged to purchase the inclusive pack. Among them, 92 had their application accepted after a technical visit to their households. 92 clients were granted a toilet loan and 74 among them received their toilets as of September 2017.
