Public sanitation management guideline Document from the Public Sanitation Toolkit (Version 1.0) WSTF (2009)

This guideline is part of the Public Sanitation Toolkit which was developed by the Water Services Trust Fund (WSTF), a pro-poor basket fund and assisted by GIZ (formerly GTZ) and GFA consultants. See external link below. The objective of this paper is to develop and propose a management concept for public toilets financed through the WSTF. The basis of this concept is formed by a contract which is signed between the WSPs and the operator of the sanitation facility. The operator (attendants and managers) are reimbursed from a small user fee levied on customers. The fee has to ensure a reasonable income for the manager, who has interest in maintaining a clean well-run establishment. The system is going to be monitored by the WSPs in the respective area. The monitoring of performance means that the operator risks losing the job if performance slips.
