Advisory on public and community toilets CPHEEO (2018)

Sanitation has become a critical issue in the cities today. Ever growing population in the cities
has made it difficult to provide quality service to all its citizens. Swachh Bharat Mission (SBM),
the national flagship programme is dedicated to the improvement of sanitation condition in the
country. Ministry is extending technical and financial assistance to ULBs for improving public
sanitation facilities under SBM. The efforts have started to emerge and more than 4,000 ULBs
has become open defecation free.
Swachh Bharat Mission talks about critical interventions required not only to increase access to
toilets but also to eradicate practices of open defecation and manual scavenging and creating
an enabling environment for the private sector’s involvement. The maintenance of the public
sanitation facilities is critical to sustain its regular use. This national level advisory has been
drafted in line with these objectives in order to achieve standards of public sanitation service
levels.
The advisory dovetails implementation strategies for planning, designing, construction,
operation and maintenance and upgrading of PT / CT facilities and related infrastructure.
